The 14-19 reforms are the biggest changes in education for more than 30 years. They aim to raise the education and skills levels of students by delivering a curriculum which gives them life and social skills, sets stretching and challenging targets, and better prepares them for a fast-changing world.The new curriculum prioritises functional skills - English, maths and ICT. It also focuses on teamwork and other personal skills, preparing young people for study at a higher level or for employment. Newham are at the forefront of these changes as one of the only places in the country to be delivering the first 5 Diplomas and a further 4 from September 2009. | Welcome to the 14-19 section of this website, providing key documents for those new to 14-19 developments and a 'library' for others to recover ‘mislaid’ papers. The government’s 14-19 reform programme is a massive undertaking with huge implications for secondary schools. It will impact upon KS3, require new key skill / functional skills programmes, transform the range of learning opportunities open to young people 14-16 and involve large number of students in taking up programmes provided by other schools, colleges and training providers. It will involve schools in further specialisation around two, possibly three specialised diplomas, with staff and resource development consequences. It requires a level of area wide partnership and collaboration between schools, college and other providers well beyond anything previously considered. These 14-19 changes radically alter and extend the key performance indicators of our work in KS4, quite rightly highlighting the extent to which young people are enabled to continue in learning and training post 16 and to take full advantage of the expanding educational, training and employment opportunities available post-16. This is particularly important in areas such as Newham where regeneration and the 2012 agenda are having such major impact.
The first five Diplomas became available in Sept 2008; a further 5 become available in Sept 2009 and 4 more in Sept 2010. By 2013 every local area must ensure that each of these 14 Diplomas are established and available as 14-19 options in KS4 and post-16, as part of the new 14-19 Learner Entitlement. It is also intended that post-16 learners will be able to access Diploma programmes in Science, MFL and Humanities. Young Apprenticeships and increasing work-based learning and Apprenticeship opportunities post-16 are also an important part of this new entitlement. All young people will be expected to gain Functional Skills qualifications. All schools and colleges will also be required to evidence clear Foundation Learning Tier provision for all learners working below Level 2. So now is the time for everyone linked with 14-19 provision to ensure that they fully understand the changes afoot. The first five Diplomas are already up-and-running in Newham. Four further Diplomas start in September 2009. Submissions have been made to start a further three from September 2010. We hope the various documents attached here help.
